Responsibilities

The Project Management Office (PMO) Business Analyst will be responsible for managing the processes, controlling and analyzing all process information and tracking programs and projects in our organization. This person will be an integral part of ACCESS, ensuring process adherence and conformity, managing data for an entire portfolio of projects, tracking what data has been obtained and what data is still needed for each project and how the lack of data may influence the output reports created.

The person will also be heavily involved in determining process improvement, documentation and adherence that will span multiple projects. This person will have program management skills and ability to work with program managers assigned to each program. Candidate would be required to track status of programs and review data on a weekly basis, understand our services line and how processes are used in managing development and delivery of our services.

As this individual will also manage the PMO processes within the different services sectors, they will need to understand how process can be used in an effort toward greater productivity and value. Toward this end, the ideal candidate will possess keen process, organizational and administrative skills.

Exceptional interpersonal skills are required – the candidate will be working with all levels of management in guiding processes, obtaining data and providing presentations and information. The candidate will work on a regular basis with program managers in the creation of input forms and output reports. Help identify what data elements are needed to perform metrics analysis and reporting.
Will report directly to the business unit Vice President

Qualifications
Education/Certification:
High school diploma or GED required. College degree in Business field is preferred.
PMP Certification is highly desirable.

Knowledge/Experience to include but not limited to:

At least 3-5 years of relevant technical or business analysis experience in a government contracting environment.

  • Experience using in Deltek (GCS) Premier
  • Processing, tracking, verifying and reconciling invoices using Wide Area Workflow
  • Evaluating costs to ensure billing meets contractual agreements
  • Processing subcontractor invoices

Experience in creating, implementing and improving business processes in a technical environment.

  • Working with project managers and/or clients conducting research and resolving a myriad of business and contractual issues and challenges
  • Collected and thoroughly reviewed timesheets and expense reports to include with invoices
  • Analyzed invoicing and other business system discrepancies and following through until resolution
  • Examined project related costs to ensure chargeability to each project
  • Reviewed contract modifications before each billing cycle to ensure all contractual guidelines were being met
  • Coordinate the preparation, conducted reviews, and corrected errors and inconsistencies in documents and reports

Possess advanced skills and experience using all MS Office applications to solve business challenges but especially, (in priority order) MS Excel, Access, and PowerPoint.

  • Developed and maintained spend plan reports to track the progress of each project
  • Created excel spreadsheets in the requested client format/other financial reporting as required
  • Prepared and coordinated account reconciliations
  • Performed  Close out/Final Billing
  • Maintained and updated various Excel spreadsheets and Word documents related to A/P and A/R 

A good working knowledge of accounting principles and concepts.

  • Experience working with Finance and Accounting. Able to translate F&A needs into project terms and provide required information and reports
  • Experience in supporting projects that are T&M, CPFF and FFP in nature
  • Worked with balance sheets, prepared estimates to complete, and other similar finance related products

Skills/Abilities

Excellent interpersonal and communication skills, both oral and written.

Ability to handle multiple projects and details simultaneously.

Understanding of, or ability to learn, technical aspects of Access System’s products and services.

Ability to work independently with minimal management oversight.

Ability to work as a key team member in developing future vision for Project Management.
